As the Winona was a late-comer, it was subordinate to every line it crossed. All towers were owned by the line(s) crossed.

Location Owning Railroad Notes
Milford Junction Baltimore & Ohio JU - block opr handling switches. On the B&O Chicago Division
This tower controlled both the Winona and Big Four crossings. The Winona passed to the west side of the tower and the Big Four to the east side.
New Paris Wabash This tower controlled both the Winona and Big Four crossings. The Winona passed to the west side of the tower and the Big Four to the east side.
